Security is a pre-condition for sustainable development. U.S. foreign assistance and training programs targeted at reforming and professionalizing Mexican and Central American law enforcement institutions in order to improve security in the region have been largely ineffective. In addition, the implementation of these training programs have been uncoordinated and confused by the US government.
